What is Bolsover’s Regeneration Programme?

Bolsover’s regeneration programme is a district wide investment initiative designed to revitalise town centres, support local businesses, enhance public spaces, and create new opportunities for residents. It includes eight major projects funded through the Government’s Levelling Up Fund, totalling £15 million.

Has the £15 million Levelling Up Fund investment been lost?

No. The funding is fully secured and is being actively invested across the district. Although some work has not been immediately visible, significant progress has been made behind the scenes to prepare each site for delivery.

What work has been happening behind the scenes?

Over the past year, extensive preparatory work has taken place, including:

  • Detailed site surveys and feasibility studies

  • Legal and ownership negotiations

  • Planning and design work

  • Engagement with national partners such as Arts Council England and EMCCA

  • Coordination with contractors and delivery teams


This groundwork is essential to ensure each project is delivered successfully and sustainably.

What types of projects are being funded?

The £15 million investment is supporting improvements in:

  • Bolsover town centre, including potential redevelopment of the former Coop building

  • Shirebrook Market Place

  • Business and creative space development

  • Skills, training, and enterprise support

  • Community and cultural hubs

What is the 8 Cotton Street Engagement Hub?

The 8 Cotton Street Engagement Hub is a dedicated space in Bolsover town centre where residents can:

  • Learn about regeneration plans

  • View project information

  • Speak with staff and partners

  • Share feedback and ideas

  • Take part in workshops and engagement events


It is the central point for ongoing public consultation.

How is the consultation process structured?

Consultation is being delivered in phases:


1. Phase 1 – General Comments (Current Phase):

A six week open consultation inviting broad feedback on the district’s regeneration priorities. Ideas will be collated via activity at 8 Cotton Street and responses to an online survey.


2. Phase 2 – Project Specific Engagement:

Following the general comments phase, consultation will focus on individual projects or outcomes. Residents will be encouraged to help shape designs, uses, and priorities via drop-in sessions, Q&A sessions and further surveys.

How can I take part in the consultation?

Residents can get involved by:

  • Visiting the 8 Cotton Street Engagement Hub

  • Attending drop in sessions or workshops

  • Completing surveys (online or paper)

  • Submitting comments or ideas

  • Engaging through community events and project updates

When will visible progress begin?

As the programme moves into the delivery phase, residents will start to see more on the ground activity. Hoarding around the former Coop building is one example of early site preparation. Construction and refurbishment work will become increasingly visible across the district as projects progress.

How will my feedback be used?

Public feedback will:

• Shape project design and priorities

• Inform decisions about public spaces, facilities, and investment

• Ensure regeneration reflects community needs and aspirations

Summaries of engagement findings will be shared as the programme develops.

What is the council’s message to residents?

The council has thanked the community for its patience and continued interest. As Councillor Jane Yates has stated, the regeneration programme is intended to provide the district with a bright future and deliver a meaningful boost for local people and businesses.
